INTEGRITY MANAGEMENT PROGRAM (IMP)

The Integrity Management Program or IMP is a preventive anti-corruption measure of government pursuant to Executive Order No. 176, series of 2014. It aims to establish a systematic approach to building, improving, reinforcing and sustaining a culture of integrity in public sector institutions that is rooted in acceptable values, principles and standards of good governance. The program builds on the experience of implementing past corruption prevention measures, namely, the Integrity Development Review (IDR) and Integrity Development Action Plan (IDAP). The IMP is an up-scaling of the gains and benefits of both the IDR and IDAP by putting into place a holistic approach of instituting the use of more innovative change management processes, techniques and tools in promoting, advocating and safeguarding the integrity of the agencies and the people that comprise the agency, in delivering their public mandates.

UNITED NATIONS CONVENTION AGAINST CORRUPTION (UNCAC)

The United Nations Convention against Corruption (UNCAC) is an international anti-corruption treaty ratified, accepted, approved and acceded by over a hundred countries, including the Philippines.

The Philippines signed on 9 December 2003 (UNDoc.No.CN.1403.TREATIES-18) and subsequently ratified on 6 November 2006 (UNDoc.No.C.N1022.2006) the UNCAC, which obliges the State Parties to implement preventive and punitive anti-corruption measures affecting their laws, institutions, and practices. The Convention also emphasizes the importance of international cooperation as well as the need to help each other through technical assistance, as it recognizes the cross-border nature of corruption.

By virtue of Executive Order No. 171, series of 2014, the ODESLA-DO has been designated as the Secretariat of the Presidential UNCAC Inter-agency Committee.

II. Major activities/accomplishments

 A. 1st UNCAC State Conference on 19 December 2013

  • Signed the 1st State Conference Resolution entitled “Strengthening the Philippine’s Compliance with its State Obligation under the United Nations Convention against Corruption (UNCAC) under Chapter III (Criminalization) and IV (International Cooperation), and other Chapters of the Convention”
  • The event was attended by H.E. President Benigno S. Aquino III, Senate President Franklin Drilon, House Speaker Feliciano Belmonte, Jr., Chief Justice Ma. Lourdes Sereno, Ombudsman Conchita Carpio Morales, Executive Secretary Paquito Ochoa, Jr., heads of government agencies and other stakeholders.
  • Executive Order No. 176, which was signed on 5 September 2014, created the Inter-Agency Committee to oversee the review, implementation and monitoring of the UNCAC. The Committee is chaired by the Executive Secretary, the Secretary of Justice and Secretary of Foreign Affairs as vice-chair and co-vice-chair respectively, and the Secretaries of the Budget and Management, Socioeconomic Planning, and Interior and Local Government as members.

B. 2nd UNCAC State Conference on 02 December 2014

  • Signed the 2nd State Conference Resolution entitled “Strengthening Multi-Stakeholders Collaboration and Coalition in Pushing Urgent Measures on corruption Prevention and Criminalization, International Cooperation and Asset Recovery Towards Improving Integrity in Governance”
  • The event was attended by H.E. President Benigno S. Aquino III, Senate President Franklin Drilon, House Speaker Feliciano Belmonte, Jr., Chief Justice Ma. Lourdes Sereno, Ombudsman Conchita Carpio Morales, Executive Secretary Paquito Ochoa, Jr., heads of government agencies and other stakeholders.
  • Executive Order No. 176, which was signed on 01 December 2014, institutionalizes the Integrity Management Program (IMP) as the National Corruption Prevention Program in all Government Departments, Bureaus, Offices, Agencies, including Government-Owned and Controlled Corporations, Government Financial Institutions, State Universities and Colleges, anf Local Government Units through the establishment of Integrity Management Systems (IMS).

C. MEMORANDUM OF AGREEMENT between the Office of the President (OP) and the Office of the Ombudsman (OMB)

  • Signed on 14 June 2013, the MOA established the joint undertaking of the UNCAC Implementation and Review and the Integrity Management Program (IMP) by the OP and OMB.

D.  Development of the Integrity Management Program (IMP)

  • Managed the World Bank IDF Grant No. TF-94495 entitled “Strengthening Institutions Towards the Implementation of Effective Anti-Corruption Programs”
  • Assessment and Harmonization of the Integrity Development Action Plan (IDAP) and the Integrity Development Review (IDR)
  • Development of the IMP Handbook
  • Launching of the IMP on 11 May 2015 at the Office of the Ombudsman
  • OP Memorandum Circular No. 76, which was signed on 15 April 2015, urged all government agencies to implement the IMP through the establishment of Integrity Management systems (IMS) and adopt the IMP Handbook

E. Briefing on UN Convention against Corruption (UNCAC) and Integrity Management Program (IMP) with the Government Inspectorate of Vietnam and the Anti-Corruption Commission (ACC) of the Republic of Zambia on 28 July and 07 August 2015 respectively, at the Kalayaan Hall, Malacañang, Manila

 F. World Bank Mission to determine the acceptability of the Integrity Management Program (IMP) for bank-funded projects conducted last 2 to 6 March 2015

  • The Mission aims to discuss the IMP structure, procedures and implementation with the members of the Program Management Committee, and other counterparts from the Office of the Ombudsman and OP-Office of the Deputy Executive Secretary for Legal Affairs.

G. Represented the Philippine Government in the Conference of the State Parties (COSP) to the UNCAC, particularly on the following:

  • 6th Session of the Implementation Review Group (IRG), Vienna, Austria on 1-5 June 2015
  • 6th Session of the Open-Ended Intergovernmental Working Group on the Prevention of Corruption, Vienna, Austria on 31 August – 02 September 2015
  • 9th Session of the Open-Ended Intergovernmental Working Group on Asset Recovery, Vienna, Austria on 3-4 September 2015
